REGARDING THE DRAFT REQUEST FOR PROPOSALS
TO OPERATE, MAINTAIN, AND MANAGE THE PUBLIC, EDUCATIONAL, AND GOVERNMENTAL
(PEG) ACCESS CHANNELS, FUNDS, FACILITIES, AND EQUIPMENT
On behalf of the Department of Commerce and Consumer
Affairs (ìDCCAî), the State
Procurement Office (ìSPOî) is
issuing this REQUEST FOR INFORMATION (ìRFIî)
to obtain the publicís comments on and suggested amendments to the draft
Request for Proposals (ìRFPî) to Operate, Maintain, and Manage the Public, Educational, and Governmental (ìPEGî)
Access Channels, Funds, Facilities, and Equipment.İ
Potential
Offerors shall carefully review the Draft RFP for defects and questionable or
objectional matter.İ Comments concerning
defects and questionable or objectionable matter shall be made in writing and
shall reference the section and page number with the specific comments or
recommendations for changes to any of the terms, conditions, specifications, or
other requirements listed herein.
Written
comments and suggested amendments shall be submitted no later than 2:00 p.m.

The State Procurement Office (ìSPOî) and the Department of
Commerce and Consumer Affairs (ìDCCAî) shall conduct public comment meetings to obtain
public input and comments on the Request for Information (ìRFIî); draft Request for
Proposals (ìRFPî) to Operate, Maintain, and Manage the Public, Educational and
Governmental (PEG) Access Channels, Funds, Facilities, and Equipment; and the
following policy questions:
1.
Presently, there are
separate PEG access organizations providing PEG access services in each
county:İ Akaku Maui Community Television
(ìAkakuî) on Maui, Hoíike ñ Kauai Community Television (ìHoikeî)
on Kauai, Na Leo ëO Hawaii (ìNa Leoî) on Hawaii, and ëOlelo Community
Television (ìOleloî) on Oahu.
Should DCCA continue to allow only one PEG access organization to operate, maintain, and manage the PEG access services in each county, or should DCCA allow a PEG access organization to provide PEG access services in more than one county?İ For example, a PEG access organization could provide PEG access services on Oahu and Maui.
In addition, should DCCA allow one PEG access organization to be responsible for providing PEG access services statewide?
2.
Presently, each PEG
access organization manages the programming for all sectors of PEG (i.e. public
(P), educational (E), and government (G))
Should each access organization continue to manage programming for all PEG sectors, or should the public, educational, and governmental sectors be separated so that each programming sector is managed by a separate organization?İ For example, one organization would manage the programming for the ìPî sector only; another organization would manage the programming for the ìEî sector only, and a third organization would manage the programming for the ìGî sector only.
In addition, could an access organization that manages the programming for a separate sector manage these services statewide?İ For example, one organization would manage the programming for the ìPî sector statewide.
3.
Currently, Akaku serves
the islands of Molokai and Lanai.
Should residents on Molokai and/or Lanai be served by
the same PEG access organization as the rest of Maui County, or should they be
served by a separate PEG access organization(s)?
4.
Please comment on the
common requirements for all PEG access organizations which are found in the
draft RFP and provide any input you may have on services you feel should be
included, changed, or deleted.
5.
The draft RFP includes
a list of activities, services, and responsibilities submitted by each PEG
access organization.İ Please provide any
comments you may have regarding these activities, services, and
responsibilities.İİ
6.
Presently, there are
some government entities that pay the existing PEG access organizations to
record their meetings such as legislative sessions, city council meetings, and
neighborhood board meetings, and cablecast them on the PEG access channels.
Please comment on whether these activities should be considered a PEG ìcoreî
service that should be provided by a PEG access organization at no charge to
governmental entities.
7.
Presently, funds are
provided to each PEG access organization, and they determine how to distribute
these funds among the different PEG sectors.İ
Please comment on whether you feel that this practice should continue,
or whether the allocation should be pre-determined, and if so, in what amounts
or percentages?
İ
All interested persons shall be afforded the
opportunity to submit their comments, both orally and in writing, at the time
of the public comment meetings.İ
Regardless of whether interested persons wish to present oral testimony
or not, all testimony should be submitted in writing to the SPO.İ Only written comments will be included in
the official record.
